If I'm using the mouse to move through a document when showing 2 pages side by side, one 'notch' of the mouse wheel is enough for the next 2 pages to be displayed.
However, if I use the keyboard:
PgUp / PgDown - similar to mouse - one press is needed to move to the next 2 pages
Left arrow / Right Arrow - two presses are needed to move to the next 2 pages
Is there any way I can make the arrow keys behave the same as PgUp / PgDown / mouse and only need to be pressed once?

At the moment, no, a single press will advance the "focused page" by one page, so in two page view modes, two presses are needed to reach the next "set" of pages. We have seen some requests to adjust this and may make some changes in the future, but it is not a priority change and I cannot promise implementation or a timeline at the moment.

Thanks for the clarification.
I'm so used to pressing the arrow keys, what I'll do for my case is use a key remapper app to simulate pgup / pgdn when i press the left and right keys, but only inside PDF XChange Editor
