The default shortcut config has CTRL+TAB on Next Document, but this fails in a comment pop-up. A press instead inserts a Tab e.g. before:

Yes, that's correct - if you are entering text in a comment pop-up, then that process takes the 'focus' and priority over keyboard shortcuts.
