Build Table of Contents delivers e.g.
where there is no highlight to show the entries are links.
How can I get a highlight? E.g. as per Acrobat:

While the "Add/edit links" tool is selected, you will see temporary blue boxes on the page indicating where links are located: If you also open the "properties pane" or the "format tab" you will be able to select these items, and assign them a border width, color, highlight style, and the like: If you need to add a highlight as well, you will need to do that separately with the highlighter tool.

My apologies, your initial screenshot showed a document view, so I assumed you simply posted in the incorrect forum. In this respect, there is no way to configure the link objects, though you could use the appearance options for the ToC itself to add a colored underline indicating that there is a link in that location. Anything beyond that will need to be a manual step by selecting the links (you can select multiple at once) and changing the properties, which can only be done inside the Editor.

I have no such button. The button you pictured is for Level 1.
