With the new version of the program 9.4.362.0, a bar appeared for me as in the photo below.
How can I completely remove / disable it? I don't just want to hide it, but get rid of it permanently.

I think the Quick Tools toolbar is brilliant, but it is easily disabled. Select Help -> Customize Toolbars and deselect Quick Tools at the very bottom.

the registry key for this may vary. It goes in here in a key that is a "floating" value depending on the other customizations you may or may not have done.
For me this was in .....\00005\ but you cannot rely on that, it could be a different number.
The recommended way to hide this would be via Group Policy where you hide it based on it's name. This article details the Active Directory Administrative Templates for the Editor: https://help.pdf-xchange.com/sysadmin/editor-templates.html
