your web site says that the PDF-XChange Editor is free even for commercial use. But from your EULA:
Tracker grants you a personal, non-exclusive, non-transferable, restricted right to use the Software, for
your own Personal, Commercial, or Business uses provided you or your Business are end user’s, not software developer’s or distributors to end users -
subject to the terms of this license Agreement.
Does that mean that if we are a general software developer company, we are not allowed to use the PDF-XChange Editor for free? We do not develop anything related to PDF, nor distribute any PDF viewer along with our possibly bundled PDF files. We only use PDF viewers to open/view PDF files for our own needs (documentation, etc.).
In this case, can we use PDF-XChange Editor software for free? Thank you for clarification of this issue...

Thanks for your question - provided this is for your internal use and not being distributed to clients as a component of a commercial based offering then you are indeed free to use as you may wish.
