These options do the same thing? As long as ONE of them is enabled PDF with text will be skipped?

Hi Fletch,
Skip pages option means that OCR operation will not be applied to page that contains text objects, other pages will be processed.
Second option means that if any page contains text, then OCR operation will not be applied to whole PDF document.

Ah, I didn't initially make the connection between that checkbox and the Subset drop-down just above it. Makes sense now.
