Using PDF-XChange Editor and PDF-Tools 7.323.2, Windows 10
I have installed all the "All Languages Pack" and installed all the languages. I rebooted after installation.
In PDF-Xchange Editor all the languages appear:
In PDF-Tools only 4 appears:
Is this a known issue?

Hello Victor,
Please note that the Editor and PDF Tools use different folders to keep their OCR language files.
The Editor uses the following folder:
C:\Program Files\Tracker Software\PDF Editor\PluginsData\OCRLanguages
And PDF Tools uses the following one:
C:\Program Files\Tracker Software\PDF Tools\PluginsData\OCRLanguages
You can copy the desired OCR language files from the Editor's folder to PDF Tools' folder so you can use them in PDF Tools.
Please note that PDF Tools must be closed when you copy the new files. If PDF Tools is open when you copy the new language files, you need to restart it before you can see the new languages in the menu.

I believe that this is not available at the moment. The installer checks if you have the Viewer and/or the Editor installed on your system and installs the language files to the appropriate directory.
I'll contact the team responsible for the installers and ask them if they can fix this so the languages are also installed for PDF Tools.
Meanwhile, in order to be able to install the OCR language files for PDF Tools, you need to copy them manually.

It also possible to create hardlink (junction) with mklink.exe from one place to another. Working fine for me in Windows 7
It's impossible to lead us astray for we don't care even to choose the way.
