I am using a windows tablet and I face the following inconvenience. While highlighting text I cannot scroll up or down using my finger or stylus.

In version 2.0 I could have the highlight tool active while scrolling up and down using my finger or a stylus.
In version 2.2 I can no longer scroll in such a way. I need to switch to the hand tool before I can navigate up or down and select the highlight tool again before highlighting text.

Can this be fixed please?

Version in which the scrolling is fine while highlighting:

Thanks for the extra details, but I am afraid that the Viewer is no longer updated, so it's unlikely such changes will be made to it.
Can you please give the Editor a try and let us know if this works better for you?
