How to disable "+" sign at right of last tab in multi doc mode

Hi I need to prevent user from adding documents via the Plus sign file lookup dialog, and I tried the op.beforeexecute, and op.beginModal and neither fires, I don't see any user options in preferences either to hide this either. Thanks
