I had a user ask why the "Print All" command is always inactive even when you have multiple documents open. When you customize toolbars you can add this command, but it never seems to get active.

It's the same in the end user Editor - it is not yet implemented (as such a button will need to cover several scenarios as far as I am aware).
We have provided end users with a JS that can add a custom button which will work as "print all":

And you as a developer should be able to implement something similar and/or hide the "print all" command from the Editor control you embed to prevent users from seeing it in the first place.
