When adding comment text as part of a highlight or sticky note, and the text box that contains the comment is visible, scrolling to another part of the document keeps the open box on the screen, rather than having it scroll off the screen along with the "anchoring" highlight or sticky note. (I hope that description made sense.)
Is there an option that would prevent this, so that comments can be left open in the document, but only in view when the anchor text is?

No, currently we do not have any option to prevent the appearance of note popups based on their visibility, only based on the page they are associated with.
