Hello,
I am trying to understand why I cannot sign the attached document, despite the security permissions stating signing is allowed.
Any help appreciated.

thanks for the post and sample document.
This document does allow signing, but not document assembly or changing the document. With these permissions, if there was an empty signature field on the document then it would allow someone to sign that existing signature field. Note that this is a form field, when you use the "Sign document" tool it must add a signature field on the document to hold the signature and that is not allowed by these permissions.
If you are the author of the document, then you are in a position to add signature fields in all the places you want people to sign.

Do this before applying the document security. This is what you see in all those third party e-sign type scenarios, all the signature fields must be in place prior to adding the security else you cannot place the required signature field. This is dictated by the PDF specifications, not us.

I think that explains things. I did try signing using acrobat which seemed to work so it could be that they are not following the pdf specification to the letter?

Sorry for the delay, That may be possible, there are some cases where security like this will specifically allow signing in a way that we can place even though there are none present, but in this particular case, it is outright blocked.
