Text Markup disabled
Almost everything on the Comment tab is disabled. I'd like to use some of the text markup. How do I enable it? The "Hand" and Select Text work, but I can't highlight, etc. I'm using v. 8.0 build 341.0

do you have a suitable document open? Not all documents allow commenting, it can be disallowed in the Document properties.
Do you see this behaviour on a new blank document? Do you see this behaviour on the End User Agreement PDF found in your Editor installation folder?

So far I only have this problem on PDFs that I download from the US federal government's regulations.gov site.

Document is signed - no changing is allowed.....
It's impossible to lead us astray for we don't care even to choose the way.

Is there any way around that? If I can't make comments on the PDF (highlighting, notes, etc.), there's no reason for me to use PDF-XChange Editor over a simpler, free reader.

If the Document has any Security associated with it, this must be adhered to. If PDF-XChange Editor/Viewer or ANY reader were to make 'disallowed' modifications, will invalidate any signatures, could damage the document and lead to loss of data.
I should also note that adding most comments in PDF-XChange Editor is a free feature which does not require any license to use.

You can extract all pages to a new document. Page extraction is not a free feature however, so watermarks will be applied.

Indeed you can, in this specific instance, but in many cases page extraction is also disallowed, so that would not be a "catch all" solution to the problem.
The end result is, if you really need to edit a file and the creator has allowed you to do so, you should contact them and ask for the password or a version which is not restricted in the first place.
