Can't make custom toolbar w/small icon groups...stick

Good day.

I have created a custom menu tab.

I have created a custom toolbar and added commands to it. (All commands have larger sized icons)

When I pull a custom toolbar down (free floating toolbar) I can shrink it down in overall width and move command icons around to achieve the organization and mix of large icons and small icons that I want. However, when I drag this toolbar back up to add it to the tabs menu bar...all the icons revert to their large size.

How can I make a custom toolbar icon layout...stick?

Currently it is not possible to set custom toolbars to be layed out in a certain way. They can only be lain out as the software automatically resizes them. In the future this may change, but currently I will have to dissapoint.
