Export to Images if present but disabled

I'm completing a .pdf insurance form which has interactive forms fields.
I need to create a .jpg of this form
I complete the fields and go to 'export' but while the export options to "images" and office apps are present, they are 'grayed and disabled.

Is it because of the interative forms or is it just the basic permissions of the .pdf?
Or is it something else?

Anyway around it?

Most likely the document is locked to prevent content copying/extraction, as such this option will not be possible unless you know the password, or have a copy of the original unsecured document, before password or signature protection was placed on it.
