Document Security Settings

There is a difference in how PDF-XChange-Editor does interpreat Document Security Settings from Adobe Reader DC. In attached pdf file the PDF-XChange-Editor as Adobe Acrobat XI doesn't see any restrictions. But Adobe Reader DC does. See attached pictures.

It is not document security that does not allow to modify the document, but the limitation of Adobe Reader which is not able to edit documents and shows that in this way.
