I have attached a PDF that PDF-XChange is rendering differently than other PDF software.

Welcome to our forums and thanks for the sample file.
We've managed to reproduce the problem and I created a ticket for it:
#4944: Editor 333: Renders an image sharp when it is supposed to be blurred.
The specific colleague from the dev team who needs to look into this has been assigned to this task, and we will post again here as soon as there are any further news in the ticket.
