Lock all Toolbars - unlock still possible

Even if I lock all toolbars, the user is still able to unlock them with a right-mouse-click at an empty space in the menu bar aka ribbon bar, see screenshot

Is there any option to fully disable the user's ability to customize the ribbons/menus?

Hello Dominik,

Those options are there in the UI so that yo do not accidentally move buttons in toolbars etc. If you want to make it so that users can not override the admin settings then please take a look here:
How do I modify PDF-XChange application settings using an Active Directory Group Policy and an ADMX file?
These templates should allow you to set up quite a few settings which users will then not be able to circumvent.
