If I register this software, will I be able to edit fillable PDF forms, so that I can stretch / expand data fields?

An Editor Plus or PDF-XChange PRO license both include the ability to Create and Edit fillable forms. So long as the form in question does not have security preventing editing you would certainly be able to resize, modify, and replace these fields at your leisure.

By the way, when they say maintenance years, where you pay extra, what if I don't? For example, say I pay JUST for this version of the Plus. Will it quit working after 1 year, or will it continue to work, but just not be eligible for upgrades?

When you make a purchase the options you speak of are for maintenance extension options. If you choose the $0.00 1 year option, then the license will be active for 1 year from the moment the purchase completes, After that the license will be locked to the last version available before the expiry date. Until you upgrade this key, it can be used forever in that version of the software.

You can consume that license at any point in time for a discount on an extension of the maintenance. This generates a new key and extends the date an additional year or two. You can also renew the license after the expiry date, but if you wait more than 30 days the discount will slowly lessen.
