Bug: Email "bug report" process loses submission if windows email is not configured

The "report bug" icon does not have well-defined behaviour if windows email is not configured.

I spent some time composing a useful message, and it disappeared without warning after attempting to send. I don't use whatever windows thinks of as email; why would I have it configured?
