PDF bookmarks/Contents without Text Titles/Actual Table of Contents?

Is there a way to create a PDF out of just images (no text), like a scanned document where I could have (PDF) bookmarks/contents linked to images inside the PDF?

Like I have a Content/Bookmark named 7. Name10Title and if I use a PDF viewer (like viewing the PDF on my kindle), it shows in the bookmarks/contents window and if I press on it, it moves to an actual image inside the PDF?

Can I do this with PDF-XChange Editor?

In your case, you can create the bookmarks manually for each page, by using the https://help.pdf-xchange.com/pdfxe ... ks_ed.html functionality.
Or you can automatically generate the bookmarks for each page by using the https://help.pdf-xchange.com/pdfxe ... ge_ed.html
