I think it's that straightforward -- in v7 I cannot find the Flatten Comments functionality.

You can find the flatten comments tool in the Comment tab of your ribbon interface.

Usually this happens when you've accidentally unlocked the toolbars and removed the tool.
If you did not intend to customize the toolbars at all you can reset this by going into File>Reset Settings, and selecting the "Common" checkbox, this will revert any UI changes.

If you have a Custom UI and would like to replace the function, Right-click the UI and go into Customize toolbars>Commands and searching "Flatten" (note that this search pane is case sensitive for some tools)
them simply dragging that back onto the toolbar.

I have not customized the toolbar and Flatten does not appear in the Customize choices:

Oh, It seems you are using 323.0 instead of 323.2, that being the first build of 323 it had a few bugs that have since been fixed, you may wish to update and see if that fixes the issue!

Oh, interesting. I did the "Reset Settings" and it appeared. Weird! It is also now available in the Customize Toolbars, where (as you can see above) it was not previously.
