To go to the Next Page, shortcut is Ctrl+Right (arrow) and works just fine as long as you are not zoomed in so the extents of the page edges are not fully visible.
If the user has zoomed in on the page so the edges are not completely visible and hitting Ctrl+Right, the page simply scoots to the right for each key press. In XChange Viewer and Acrobat the shortcut works regardless of Zoom level.
What can be done to fix this lacking?

Strange behavior confirmed.
Even though it can work correctly (for a while):
When you pass via Customize Toolbars > Commands > All commands > Next Page > Properties, followed by OK and Close, then it works correctly.
Close the PDF, re-open, and the wrong behavior is back again ...

Myself, I am little bit afraid that such a things are "internal kitchen" for Tracker Software.
Even though, once that a ticket has been resolved with a new release, you can find it in the version history:

Willy, you are correct, the tickets are located in our internal system and only we have direct access to them.
Delain, since you have a ticket number you can always post on the forum or e-mail us to request an update.
