MS Active Setup - Citrix Printer Manager Service stopped

Hello,
i have a question to the MS Active Setup. After Users logon to Terminal Server Citrix XENAPP 6.0 Windows Server 2008 R2 the Active Setup starts "msiexec /fpu {761B88D2-F1E8-42C1-94CF-88C2B8DCBFBA} /qn" PDF-XChange 2012 Pro for a User.
Afterwards the Microsoft Printspooler stopped .. included is there the Citrix Print Manager Service (cpsvc). Then the Microsoft Printspooler service starts again , but not the Citrix Print Manager Service.
Is this a bug in Version 5.5.311.0 or a feature ?
