Abnormal DPI settings shrink image when loaded via AxImage.

I have a 2 page TIFF that has the following settings:

1728x1047 (204dpi x 98dpi)

When loaded in an editor natively, it looks like a normal 8"x11" page because the vertical DPI renders the vertical height to "look" larger than the width.

When loaded via AxImage.LoadFromFile and then resaved, the images retain the same settings, but the actual drawn image is now half the size of the page.

Attached are a before and after in the zipped file OffNormalDPI.7z.

we had one of our development team take a look at this and he has said:
axImage is a very old component of Image-XChange which by design can't work with different horizontal and vertical DPI
