Rounding Errors and Paper Setup

PDF-XChange Printer Lite helped this user to make a smaller PDF for Create Space, but it raises a few questions.
  1. Does self-publishing come under home use or does one need a license for this?
  2. Why the rounding errors when entering dimensions in inches? 6.14" x 9.21" instead of mm 156 x 234.
  3. How should one set up a 6x9 publication or other smaller than A4 size to print on A4?

1) PDF-XChange Lite V6 FREE
"The only restriction being you must not use for business or commercial use in any way"
My interpretation of this is that you may not use it when you have financial profits by this.

2) To me it looks like you have to enter values with three digits after the point or comma (via File > Print - to PDF-XChange Lite V6 > Properties > Paper > Custom). Something like 6.142 x 9.213 inches (= 156.0 x 234.0 mm).
REMARK: Even though my windows settings are , (comma) for decimal separator, PDF-XChange Lite V6 is using . (point) for it. PDF-XChange Standard V6 seems to also have this behavior.

3) Via File > Print > printer= PDF-XChange Lite V6 > Properties... > Paper:
- at "Page Size", I set 6.142 x 9.213 inches,
- at "Sheet Size", I set A4
- I make that "Scale to Fit" is active/checked
By doing this, when going to PDF-XChange Lite V6 > Page Setup..., the "Paper Size" goes automatically to "Custom size".

Sorry for the delay on getting back to you.

1) I passed on the information about commercial use to the person who was asking, and forgot about the other issue. They could use CutePDF without license restrictions.
2) The rounding error issue is solved by using mm
3) To print smaller than A4 on A4 sheets one should uncheck the scale option

CreateSpace require a PDF without crop marks, which is OK as I could not figure out how to get them from PagePlus.
