Generating a bitmap produces solid black symbols

I'm using the simple viewer DLL SDK. I generate a bitmap by attaching a 1 bit bitmap to a DC then drawing to the DC. I've been using this code for years but with another PDF library.

With your library, some symbols come out as solid black. See page 7 of Bilzin_dwgs.pdf for the original. Bilzin_dwgs.tiff is the output. Is there a render paramter or something I can change to fix this?
