I was experimenting with marking up files in PDF-XChange Viewer as one user then opening up the same file as another user and making changes and then saving to the same file. I get an error ...
"Error saving document to 'U:\Test\123.pdf:
Error [IO subsystem]: Invalid access mode (0x8202000A)"
Is this because internally PDF XChange View won't let someone other than the originator save changes back to the same file?
If I changed the file name, I could save the changes I made.

PDF-XChange cannot save the file when this file is opened by another application (including another instance of the viewer).
