Window -Tile menu choices are grayed-out

The menu choices Window/Cascade and Tile are all grayed-out. I have two documents open, so why can't I arrange the windows?

Hi Joe,

For this option to activate - you need to go to Edit -> Preferences -> General and turn OFF the "tabbed documents" checkbox but keep the "multiple documents" selected.

Or better yet - use the Viewer's successor - the PDF XChange Editor:
