I had two documents each with several bookmarks. I decided to copy the pages from one document to the other (sort of merge the two documents).
The bookmarks of the copied pages didn't show up in the "merged" document (only the bookmarks of the "unmoved" pages still were there).
BUT It was possible to mark all bookmarks at once, to copy and paste them into the other document !
(I really was surprised and am happy that I even tried this).
Still a bit simpler it would be, if the bookmarks were copied automatically. Is there perhaps a trick by which this already works?

I am afraid that there are no tricks that will help further here.
The other way is to probably ise the PDF Tools if you have a license for that, and it will allow you to merge both bookmarks and pages in one go.
