With regards a viewer, we are in the final stages of development and Alpha testing of our viewer - prior to release in April - the (free) end user version being released first with the developer release being some weeks later.
Whilst licensing info has not been finalised yet - PDF-Tools SDK is likely to include only limited rights (if any) to access and use the viewer - PDF-XChange SDK PRO will have rights to use and distribute the developer license - but this will be have limitations for volume distribution.
There will also be independent license options for Volume and Royalty Free distribution of the Viewer by developers with their applications.
We are confident that our final release will be a serious alternative to Adobe's own viewer and not a poor compromise after being in development for some 2 years approx.
With regards text extraction - yes this can be done - the default text extraction options however do not preserve formatting - so you would need to use the low level API and this does require some considerable understanding of the PDF format and structure to achieve - we do expect developers to be self sufficient when using the LOW level API as no support is offered in depth for the Low Level API specifically - it is far too complex.
Again you would need the PDF-XChange SDK PRO to have access to the low level API.
If you wish to see what can be done with text extraction - please see the PDF-Tools Wizard we sell to end users - this allows RTF/.DOC extraction from PDF
