As this also applies to Clarion 9 and 9.1 have you had any contact with Soft Velocity about this. I lodged a Problem report, but it has received no action yet. I think there was a similar problem report lodged previously that has not received any attention either.

I tried that, but it made no difference.
It might be one of the previous features that has been temporarily disabled. Maybe the words "Not Implemented" means that part of the system is yet to be re-activated.

I think I may have found the issue. I have tested it on Win8 and Win7 machines and it seems to work fine. In order to test it on XP I have a VM and it coughs inside the VM. I do not have a machine with XP bu itself, so I cannot test that for sure, but XP users will be in the minority for me. See ya ...

Just a follow up on the LockAllCmdBars = TRUE command. This does not disable the 'Reset This Toolbar' command that appears on the end config button.

There is one thing I have not tried, and that is to have a separate exe that accepts the file name passed to it and views the file. That might remove the problem. Can you confirm that that would not have any license issues by being just like the stand alone viewer?

I am looking at overlays of letterheads, so that standard letters sent from my app can have a letterhead built in.
