I can confirm that this worked until build 383 and now doesn't anymore.
I also use this all the time when drawing polygons and believe that it is a very important feature that should be restored.

If all else fails, you could rasterize the pages in question in appropriate resolution and color depth, and then run OCR on the rasterized pages.
This way, you get a fresh OCR layer that is not confused by the turbulent past of the document.

I.e. defining the target for your hyperlink not in the link target editor but in the document itself.
