we have tried the tool from your attachment and it works fine.
Does the issue appear on specific documents or result documents are 0-Bytes-files regardless of the input?

you can use several tool for this. For example "Extract pages tool"
Just specify the pages you want to exctract from original. See the example in attachments

you can customize target image filename by using %[FileName]_%[Page] macros to save your file. %[FileName] is source PDF name (in your case it is Top level bookmark name) and %Page is number of page in this PDF document.

you can apply Split Pages tool to your PDF documents. Just add vertical split in Split Pages action's options
Or you can use custom tool from attachments.
This custom tool Creates PDFs from scanned images and then split its pages vertically.

it is the issue with option Every N pages from different document. It applies even the option is disabled :(
As workaround try to enter big number of pages in editbox. For example 10000

try to replace your "Program Files\Tracker Software\PDF Tools\PDFXTools.exe" file by the file from attachment and try to import any tool. Hopefully with this executable there will be no crash
