Issue resolved.
This is not a PDF Tools issue, but rather how Word requires a user to accept all changes and to turn off 'Track Changes' to allow the document to open or print without displaying changes or comments - regardless of what view is saved.

We are using the PDF Tools v6 - 'Convert Files to PDFs' tool.
